How this ranking works
One method for every tool. We compared documented features and published prices; we did not run hands-on tests. Value carries the most weight.
Full methodThis list is for small businesses moving from landlines or mobile phones to a cloud phone system and comparing what one line really costs. We ranked each service by value first, then features, then ease of use, and looked closely at per-line prices, included toll-free minutes and text messages, and the add-ons that raise the bill. Prices are the cheapest paid plan in USD as shown on each vendor's page on the check date; where a page showed another currency or no public price from our location, the price is marked pending. We compared documented features and published prices.
The verdict
Dialpad leads because $15 per user on annual billing already includes unlimited calls, video meetings and AI transcripts with call summaries, features several rivals reserve for higher tiers. Quo is the simplest pick for owner-run businesses that call and text in the US and Canada, and Nextiva NEXT Core matches the $15 entry price while adding a basic CRM and 100 texts per user. Ooma Office has no contract and the lowest month-to-month entry at $19.95, RingCentral has the deepest feature set and the largest toll-free allowances, and Aircall fits sales and support teams of three or more that live in a CRM.

Best forSmall teams that want AI call summaries included in the entry price.
Dialpad ranks first because its entry plan bundles what small businesses usually pay extra for. The pricing page lists Standard at $15 per user per month with annual billing, or $27 month to month, and describes it as unlimited calls, AI-powered meetings and built-in messaging. Dialpad's FAQ says the Connect product includes real-time call transcription, voicemail transcription, AI Recaps with call summaries and action items, and real-time analytics. Pro at $25 adds key CRM integrations, 24/7 customer support and multi-office management, so a team that needs Salesforce or HubSpot logging has to step up. Enterprise adds SSO, user access controls and unlimited office locations at a custom price. Dialpad supports international local numbers in over 50 countries and runs on desktops, phones, tablets and desk phones. The page warns that prices can vary by region and currency, so non-US buyers should confirm their quote.

Business, at $33 per user on monthly billing, adds AI call summaries and transcripts, group calling, custom ring orders, call transfers, phone menus, HubSpot and Salesforce integrations and auto call recording. Best forSales and support teams of three or more that work from a CRM or help desk.
Aircall is built for teams whose calls feed a CRM or help desk, and it shows in the integration list. Essentials starts at $30 per license per month billed annually, with a minimum of three licenses, and includes unlimited calls within the US and Canada, SMS and MMS, a shared team inbox, call recordings with AI transcripts, IVR with business-hours routing, basic dashboards with six months of data, more than 250 integrations and 50 minutes of AI Voice Agents a month. Professional at $50 adds AI call summaries and conversation intelligence, smart routing using CRM data, queue callback, a power dialer for up to 1,000 numbers and outbound campaigns. Aircall says annual plans are 25% cheaper than monthly ones. The low value score reflects the price floor: three licenses at $30 means at least $90 a month, which is more than a solo owner or two-person shop needs to spend on Dialpad or Quo.
- ✓Deep CRM and help desk integrations on the entry plan
- ✓Call recording and AI transcripts included from Essentials
- ✓Professional adds a power dialer for outbound teams
- ✕Every plan requires at least three licenses
- ✕$30 per license is the highest verified entry price here

- Free plan
- No
- Value (40%)
- 6.8
- Features (35%)
- 8.3
- Ease of use (25%)
- 7.8
Best forBusinesses that call abroad often and prefer a sales-led setup.
GoTo Connect has a strong base plan for businesses that call internationally, but it no longer shows a public price. The Phone System plan includes free calls to 50 countries, unlimited auto attendants and call queues, customizable dial plans, video meetings with up to 250 participants, mobile and desktop apps and 24/7 support with a stated 99.999% reliability. Phone System plus AI Receptionist adds a 24/7 AI virtual receptionist with 100 AIR credits, call routing and transfer by name, answers from an FAQ or knowledge base, caller detail capture with email and SMS follow-up and multilingual voices. The Customer Experience and CX Complete plans add WhatsApp, social, SMS campaigns, web chat, surveys, a team inbox and integrations with ServiceNow and Zendesk. Every plan on the pricing page leads to a sales conversation, so we could not verify a starting price, and that lack of transparency is why GoTo sits last on value.
- ✓Calls to 50 countries are included in the base phone plan
- ✓Unlimited auto attendants and call queues
- ✓24/7 support with a 99.999% reliability claim
- ✕No public price; every plan goes through sales
- ✕AI receptionist credits beyond 100 cost extra
- ✕Customer experience channels need a higher CX plan
- Plans:
- Phone System, Phone System + AI Receptionist, Customer Experience, CX Complete
- International calling:
- Free calls to 50 countries
- Meetings:
- Up to 250 participants
- Pricing:
- Contact sales, no public price on the check date
Bottom line: GoTo Connect is worth a quote if you call many countries and want an AI receptionist. Small businesses that want a published per-line price will find it easier to buy elsewhere.
What to check before you pay
Compare the monthly price, not just the annual one
Most headline prices assume a yearly commitment. RingCentral Core is $20 per user on annual billing and $30 paid monthly, Dialpad Standard is $15 annually and $27 monthly, and Quo Starter is $15 annually and $19 monthly. Ooma Office lists $19.95 per user with no contract, which makes it the easiest to leave.
Count included toll-free minutes and texts
Allowances differ a lot by tier. RingCentral includes 100 toll-free minutes and 25 texts per user on Core and 1,000 minutes with 100 texts on Advanced. Nextiva NEXT Core includes 100 business texts per user, and Ooma's Pro plan allows up to 250 texts a month. If you advertise a toll-free number or text customers often, price the tier that covers your volume.
Budget for AI add-ons and usage fees
AI is often metered. Nextiva charges $1.50 per XBert AI conversation, RingCentral's AI Receptionist starts at $39 as an add-on, and Quo's Sona agent includes 1,000 credits, about 10 calls, before paid credit tiers from $25 a month. Estimate how many calls you want AI to answer before comparing plans.
Check minimum seats and promotional prices
Aircall requires at least three licenses on every plan, so its $30 entry price means at least $90 a month. Vonage's $13.99 Mobile price is a 12-month promotion against a regular $19.99, plus taxes and fees. Plan for the regular price and the minimum seat count when you compare totals.
Expect taxes and regulatory fees on top
Cloud phone bills in the US usually carry extra lines. RingCentral notes that the Federal Universal Service Recovery Fee, E911 Service Fee and state and local taxes may apply, and Vonage quotes prices plus taxes and fees. Add a margin to the per-line price when you set a budget.
