How this ranking works
One method for every tool. We compared documented features and published prices; we did not run hands-on tests. Value carries the most weight.
Full methodThis list is for managers of hourly staff in restaurants, retail, care and field work who are choosing a scheduling app on price. Scheduling vendors charge in three ways: per user, per location, or a flat fee for a block of users, so the cheapest app depends on your headcount and number of sites. We compared documented features and published prices on each vendor's own pricing page and scored value at 40%, features at 35% and ease of use at 25%. Prices are the cheapest paid plan in USD as shown on the vendor page in November 2026; three vendors showed prices in another currency from our location, so those are marked as pending.
The verdict
Sling gives hourly teams the most for the least: scheduling, time-off requests and messaging are free for up to 30 users, and time tracking starts at $1.70 per user on annual billing. Homebase is the better buy once a single location passes about 20 staff, because Essentials costs $30 per location per month with no employee cap. Connecteam packs the widest feature set into a flat $29 for the first 30 users, When I Work and ZoomShift are simple per-user options from $2 to $2.50, and Deputy is the pick for operators who need auto-scheduling, demand forecasting and labor law rules. 7shifts remains the restaurant specialist.

Best forRestaurants and shops with 15 or more hourly staff per location who want one flat monthly price per site.
Homebase is the clearest per-location deal on this list. The free Basic plan covers one location with up to 10 employees and already includes a schedule builder, a time clock on tablets, computers and POS devices, and 90 days of timesheet storage. Essentials costs $30 per location per month on monthly billing and removes the employee cap, adding availability and time-off management, shift trades, geofenced mobile clock in, overtime and break settings and team messaging. Plus at $70 adds the AI Scheduling Assistant, PTO accrual policies and manager permissions, and All-in-One at $120 adds onboarding paperwork, labor cost alerts and HR advisors. For a 30-person restaurant, one Essentials location costs less than most per-user rivals. The cost rises with each extra address, and payroll, tip pooling and task lists are separate add-ons, so multi-site operators should price the full bundle before choosing.
- ✓Unlimited employees per location on every paid plan
- ✓Free plan includes a time clock, not only a schedule
- ✓Clear definition of a location as a separate physical address
- ✕Free plan is limited to one location and 10 employees
- ✕Multiple sites in the same city each count as a paid location
- ✕Payroll, tips and task lists are paid add-ons on top of the plan
- Free plan:
- Yes, 1 location and up to 10 employees
- Cheapest paid plan:
- Essentials, $30 per location per month on monthly billing
- Paid tiers:
- Essentials $30, Plus $70, All-in-One $120 per location per month
- Payroll add-on:
- $49 monthly base plus $6 per employee paid
- Free trial:
- 14 days of All-in-One, no credit card
Bottom line: Homebase is the best value once a single site has more than about 20 hourly staff, since Essentials has no employee cap. Small single-site teams can stay on the free plan.

Best forSmall and mid-sized hourly teams that want free scheduling and very low per-user prices for time tracking.
Sling has the most generous free plan in this group. Up to 30 users can get shift scheduling, time-off requests, open shift visibility, long-term schedules built months ahead, a news feed and private messaging without paying anything. That is enough for a single cafe, shop or volunteer team to run the whole rota. Premium is where hours get tracked: mobile clock in and out, labor cost management against sales and overtime tracking, at $1.70 per user per month on annual billing or $2.00 monthly. Business adds a shared kiosk clock, hours and wage reports, no-show and sick call-out tracking and PTO management for $3.40 annually. The trade-off is that payroll-ready reports sit on that top tier, and some depth found in Deputy, such as demand forecasting, is not part of the published plans. For pure scheduling cost per head it is the cheapest tool we compared.
- ✓Free plan covers up to 30 users, the highest cap on this list
- ✓Premium at $1.70 per user per month on annual billing is the lowest paid price we found
- ✓Annual billing saves 15% and the page states all prices in USD
- ✕Time tracking is not on the free plan
- ✕Payroll reports and PTO management need Business at $3.40 per user per month annually
- ✕Toast restaurant customers are pointed to a separate Toast Shop plan list
- Free plan:
- Yes, up to 30 users
- Cheapest paid plan:
- Premium, $1.70 per user per month billed annually
- Monthly billing:
- Premium $2.00, Business $4.00 per user

Bottom line: Sling is the lowest cost route to a shared schedule, free up to 30 users and $1.70 per user once you need a time clock. Choose Business if payroll exports and PTO tracking matter.

Best forField service, cleaning and construction teams that want scheduling, GPS time tracking and checklists in one app.
Connecteam prices by hub rather than by feature, and the Operations Hub is the one that holds the time clock and job scheduling. Teams of up to 10 can use every hub free under the Small Business plan, which is unusual. Above that, Operations Basic costs $29 a month for the first 30 users on yearly billing, plus $0.8 for each extra user, or $35 and $1.0 on monthly billing. Basic includes GPS clock in, unlimited jobs, open shifts, payroll integration and unlimited forms and checklists, which suits crews that move between job sites. Advanced at $49 adds schedule templates, repeating shifts, auto clock out and up to 10 geofence sites, and Expert at $99 adds auto-assigned shifts, unlimited geofences and API access. Many managers will want templates, so budget for Advanced. Chat, surveys and training sit in other hubs with their own prices, which makes the total harder to forecast.
- ✓Free plan includes all hubs and features for up to 10 users
- ✓Flat $29 covers the first 30 users, under $1 per person at that size
- ✓Unlimited checklists, forms and tasks from the Basic tier
- ✕Schedule templates and repeating shifts need Advanced at $49 a month on yearly billing
- ✕Each hub is priced separately, so chat and HR tools add to the bill
- ✕Auto assigning shifts is limited to the $99 Expert plan
- Free plan:
- Yes, Small Business plan for up to 10 users
- Cheapest paid plan:
- Operations Basic, $29 per month for the first 30 users billed yearly
- Extra users:
- $0.8 per user per month on Operations Basic yearly
- Monthly billing:
- Operations Basic $35 per month for the first 30 users
- Free trial:
- 14 days, no credit card
Bottom line: Connecteam is the strongest feature set for the money for teams of 11 to 30, with a flat $29 for the first 30 users. Plan on Advanced if you reuse shift templates.

Best forSingle-location hourly teams that want auto scheduling and shift swaps at a low per-user price.
When I Work keeps its plans short and per user. Essentials at $2.50 per user per month includes auto scheduling, multi-week schedules, templates, forecast tools based on sales and labor budget, team messaging, OpenShifts and shift swapping, plus payroll and POS integrations. That is more scheduling automation on the entry tier than Sling or ZoomShift offer. Pro at $5 adds scheduling rules, role permissions, labor sharing between locations, custom reporting and a time zone toggle, and Premium at $8 adds an API key, webhooks and SSO. Two things push the real price up. Time Tracking & Attendance is a separate toggle on each plan, and the pricing FAQ says multi-location businesses start at $5 per user. There is also no free plan, only a 14-day trial. For a single store that wants the schedule built for it, the value is good; for multi-site groups, compare it with Homebase's per-location pricing.
- ✓Auto scheduling is included on the cheapest plan
- ✓Unlimited users on every plan and no contract
- ✓14-day trial with full access and no credit card
- ✕No permanent free plan
- ✕Time tracking is a toggle on top of the plan price
- ✕The FAQ prices multi-location businesses from $5 per user, double the headline price
- Free plan:
- No, 14-day free trial
- Cheapest paid plan:
- Essentials, $2.50 per user per month
- Paid tiers:
- Essentials $2.50, Pro $5, Premium $8 per user per month
- Multi-location pricing:
- From $5 per user per month, per the vendor FAQ
- Billing:
- Monthly or annual
Bottom line: When I Work is a good pick for single-site teams that want auto scheduling on the cheapest tier. Multi-location operators should price Pro at $5 per user against per-location rivals.

Best forSmall businesses that want a simple scheduler with timesheets and the option to pause billing off-season.
ZoomShift is a no-frills scheduler that bundles the time clock into its cheapest paid tier. The free Essentials plan covers up to 20 users at one location with schedules, team communication, automatic reminders, shift notes and shift confirmation, but only lets you schedule two weeks ahead. Starter at $2 per active team member per month on annual billing, or $2.50 monthly, removes those limits and adds templates, availability and time off, cover requests and swaps, timesheets, a time clock, payroll reports, PTO and break tracking, and unlimited locations. Premium at $4 annually adds auto-scheduling, overtime warnings, geofenced clock in and early or late clock-in prevention, plus onboarding help. Billing counts managers as active team members, and seat counts are prorated when they change. A useful detail for seasonal work is the option to pause the subscription and resume with data intact. The feature depth is thinner than Deputy or Connecteam, but the price is among the lowest here.
- ✓Starter includes the time clock and timesheets in the $2 price
- ✓Free plan allows up to 20 users
- ✓Seasonal businesses can pause and keep their data
- ✕The free plan only schedules two weeks ahead at one location
- ✕Auto-scheduling and overtime warnings need Premium at $4 per team member annually
- ✕Managers count as active team members on paid plans
- Free plan:
- Yes, up to 20 users at 1 location
- Cheapest paid plan:
- Starter, $2 per active team member per month billed annually
- Monthly billing:
- Starter $2.50, Premium $5 per active team member
- Free trial:
- 14 days, no credit card
- Contract:
- None, with prorated seat changes and no cancellation fee
Bottom line: ZoomShift is the cheapest way to get scheduling plus a time clock in one plan, at $2 per team member. Its free plan suits small single-site teams who plan only two weeks out.

Best forIndependent restaurants and restaurant groups that want scheduling tied to POS sales, tips and labor compliance.
7shifts is built for restaurants and it shows. The free Comp plan covers one location with up to 15 employees and handles basic scheduling, one-way announcements and availability and time off requests. Essentials adds templates, paid and unpaid breaks, stations, weather in the schedule, team messaging, SMS reminders and a basic time clock for up to 30 employees per location. Pro raises the cap to 60 and adds PTO and sick time accruals, break tracking, geofenced clock in and labor compliance warnings, while Premium removes the cap and bundles tip management, task management and advanced labor forecasting. Pricing is per location per month. From our location the page showed Canadian dollar prices, so we have marked the USD figure as pending rather than convert it. The employee caps matter: a busy 40-person restaurant must buy Pro, not Essentials. For non-restaurant businesses, the specialist features add little.
- ✓Built only for restaurants, with tip declaration, stations and weather in scheduling
- ✓Free plan for up to 15 employees at one location
- ✓Annual billing saves 10%
- ✕Paid plans cap employees per location until Premium
- ✕Our location was shown prices in Canadian dollars, so the USD price is pending
- ✕Not designed for retail, care or field service teams
- Free plan:
- Yes, Comp for 1 location and up to 15 employees
- Employee caps:
- Essentials up to 30, Pro up to 60, Premium unlimited per location
- Pricing basis:
- Per location per month
- Annual discount:

- Customers:
- 55,000+ restaurants, per 7shifts
Bottom line: 7shifts is the specialist pick for restaurants that want tips, POS-driven labor targets and compliance in one place. Check the employee cap per location before choosing a tier.

Deputy
8.3/10A workforce management platform for shift-based businesses with scheduling, time clocking, labor law compliance and forecasting.
Price

- Ease of use (25%)
- 8.0
Best forMulti-site operators that need auto-scheduling, demand forecasting and labor law rules.
Deputy has the deepest scheduling engine in this list. Lite at $5 per user per month on annual billing covers scheduling, timesheets, time clocking, labor law compliance, shift swap and replacement, leave and availability, messaging and payroll integrations. Core at $6.50 is the tier most hourly businesses will want, because it adds auto-scheduling, demand forecasting, micro-scheduling across areas within a shift, wage and labor budgets, biometric clock in and timesheet auto approval. Pro at $9 adds location hierarchies, pay centers, SSO and a sandbox. The cost profile is less friendly to small teams: there is no free plan, every administrator and supervisor counts as a user, monthly plans have a $30 minimum spend, and SMS notifications cost 1 cent per 160 characters in the US. Payroll through Paycor, HR, messaging and analytics are add-ons. For multi-site chains with compliance rules, the depth justifies the price; a single cafe will pay more than it needs.
- ✓Labor law compliance tools start on the entry plan
- ✓Auto-scheduling and demand forecasting on Core at $6.50 per user
- ✓Deputy AI is included in every plan
- ✕No free plan, and every admin and manager counts as a paid user
- ✕Monthly plans carry a $30 minimum monthly spend
- ✕SMS schedule notifications are billed per message
- Free plan:
- No
- Cheapest paid plan:
- Lite, $5 per user per month on annual billing
- Paid tiers:
- Lite $5, Core $6.50, Pro $9 per user per month
- Minimum spend:
- $30 per month on monthly Lite, Core and Pro plans
- Customers:
- 390,000 workplaces, per Deputy
Bottom line: Deputy is the choice when forecasting, auto-scheduling and labor law rules matter more than the lowest seat price. Core at $6.50 per user is the plan to compare.

Best forMulti-location North American employers that want conflict detection and HR files alongside the schedule.
Agendrix is a scheduling tool from Canada that leans toward process control. Essential covers schedule editing with drag and drop, shift and work week templates, rotating shifts, paid and unpaid breaks, an overtime tracker and day, week and month views. Its automatic conflict detection flags shifts that overlap, ignore availability or clash with approved leave, which saves managers from the common rota mistakes. The plan list also includes automatic shift assignment, a labor cost calculator, multilocation management, POS integrations and the daily weather forecast. Plus adds HR files, surveys and custom permissions, and Enterprise targets employers with 250 or more staff. Time and Attendance with photo, GPS, RFID and barcode clock in is a per-user add-on, so the real cost is the plan plus that module. There is no free plan. The page did not display prices in USD from our location, so the price is pending here.
- ✓Conflict alerts catch double bookings and forgotten leave
- ✓Training shifts and vacation and overtime banks are built in
- ✓Up to 21 days of free trial with no credit card
- ✕No free plan
- ✕Time and Attendance is a separate per-user add-on
- ✕The pricing page did not show USD from our location, so the price is pending

Bottom line: Agendrix suits employers that want guardrails such as conflict alerts and leave banks built into scheduling. Add the Time and Attendance module to your quote if you need a clock.

Findmyshift

- 8.4
- Features (35%)
- 7.0
- Ease of use (25%)
- 8.2
Best forSmall teams that want a flat monthly price per team and a simple drag and drop rota.
Findmyshift takes a different approach to pricing: a flat monthly fee per team, not per employee. The free plan is for teams of up to 5 with 1 manager, 1 week of history and 1 week of forward planning, which suits a tiny shop but little more. Starter raises the team to 20 members with 3 months of forward planning and 1 year of history, Business to 100 members and 100 managers, and Enterprise to 300. Every tier includes the drag and drop scheduler, a time clock, timesheets for approval, mobile apps and shift reminders, and email, push and Slack notifications are free while SMS costs extra. New accounts get all features for 3 months. The feature set is simpler than Deputy or Connecteam, with no published auto-scheduling or forecasting. From our location the prices displayed in euros, so the USD price is pending here.
- ✓Flat price per team, so adding staff within a tier costs nothing extra
- ✓Free plan and free time clock for teams of up to 5
- ✓All features free for the first 3 months
- ✕The free plan plans only 1 week ahead with 1 week of history
- ✕Starter allows only 1 manager
- ✕Prices showed in euros from our location, so the USD price is pending
- Free plan:
- Yes, up to 5 team members and 1 manager
- Pricing basis:
- Per team per month
- Team sizes:
- Starter 20, Business 100, Enterprise 300 team members
- Trial:
- All features free for the first 3 months
- SMS:
- Extra cost; email, push and Slack messages are free
Bottom line: Findmyshift is worth a look for teams of 6 to 20 that want one predictable fee per team. Very small teams can use the free plan if a one week horizon is enough.
What to check before you pay
Work out per user against per location
Per-user apps such as Sling, When I Work, ZoomShift and Deputy grow with every hire. Homebase and 7shifts charge per location, and Connecteam charges a flat fee for the first 30 users. A 25-person cafe pays $42.50 a month on Sling Premium annual billing, $62.50 on When I Work Essentials and $30 on Homebase Essentials monthly, so headcount decides the winner.
Read the free plan limits closely
Free plans differ by user cap, location cap and how far ahead you can schedule. Sling is free for up to 30 users, ZoomShift for up to 20 users at one location with two weeks of forward scheduling, 7shifts for up to 15 employees at one location, Homebase and Connecteam for up to 10, and Findmyshift for 5 team members with one week of forward planning.
Check whether time tracking is included
Several entry plans schedule shifts but do not clock hours. When I Work sells Time Tracking & Attendance as a toggle on each plan, Agendrix sells Time and Attendance as a per-user add-on, and Sling only adds mobile time tracking from Premium. Deputy Lite and ZoomShift Starter include a time clock in the base price.
Count managers and minimum spend
Deputy counts every administrator and supervisor as a paid user and sets a $30 minimum monthly spend on monthly plans. ZoomShift bills per active team member, including managers. Connecteam charges per additional user above 30, at $0.8 a month on yearly billing for the Operations Basic plan.
Price the add-ons you will actually use
Payroll, tips and tasks are often extra. Homebase payroll is a $49 monthly base plus $6 per employee paid, its Tip Manager is $25 per location and Task Manager is $13 per location. Deputy Payroll enabled by Paycor is $8 per user plus a $49 base fee, and 7shifts lists Tip Management as an add-on per location.
